Das ist der Titel einer Studie, die das Pal\u00e4stina-B\u00fcro der\u00a0Rosa-Luxemburg-Stiftung<\/a> soeben vorgestellt hat: „Sleepless in Gaza \u2013 Israeli drone war on the Gaza Strip“<\/strong> von Dr. Atef Abu Saif, Professor f\u00fcr Politikwissenschaft an der Al-Azhar University in Gaza. Bei beiden Veranstaltungen\u00a0zur Pr\u00e4sentation der Studie in\u00a0Ramallah und an der Universit\u00e4t Bethlehem\u00a0 (am 23. und 24. Februar 2014) war mit Norbert Schepers<\/a> auch das Bremer B\u00fcro der Rosa-Luxemburg-Stiftung beteiligt. Atef Abu Saif hatte keine Reisegenehmigung erhalten und konnte den Gaza-Streifen nicht verlassen, seine Pr\u00e4sentation konnte bei beiden Veranstaltungen dennoch als Video gezeigt werden (siehe unten) und er war f\u00fcr die Debatte per Videokonferenz zugeschaltet. Norbert Schepers hat jeweils in das Thema Kampfdrohnen eingef\u00fchrt, sowie die Drohnenkriegsf\u00fchrung in den sicherheitspolitischen Kontext und in die weltweite Debatte eingebettet.<\/p>\n

„Sleepless in Gaza“ steht dabei auch f\u00fcr den fatalistischen Humor, mit dem die Bev\u00f6lkerung des Gaza-Streifens die Allgegenwart der Drohnen zu nehmen versucht: In einigen Social Media finden sich zahlreiche Variationen mit Filmtiteln und Drohnen, so eben auch „Sleepless in Gaza“.<\/p>\n

A group of young boys and girls gathered in Al-Kattiba Square, west of Gaza City, using large pieces of wood and formed the word \u201cLEAVE,\u201d in hopes that the drone hovering over the skies of Gaza will read it. One of the participants said that they wish that they can live without the zanana<\/em>, so at least they can sleep (…) Palestinians in Gaza call the Israeli drones in the sky \u201czanana,\u201d meaning a noise maker or buzz. Sometimes they call it the airplane of death. Among the most distinctive elements of the Israel occupation of Gaza is the embrace of Unmanned Aerial Vehicles (UAVs), also known as drones.<\/p>\n

The growing use of drone strikes in Gaza makes it necessary to study the impact of these strikes on the lives of the people there. The drone has become a part of the everyday life of Gazans. They wake up in the morning to its noise, and it\u2019s the same noise they hear while trying to sleep. It is always there, to the extent that one might even momentarily forget it is there. Young activists make fun of the situation by inventing names of movies with the word drone,\u00a0(…) such as \u201cDrones In Black,\u201d \u201cA Drone to Remember,\u201d \u201cDrone and Prejudice,\u201d \u201cGone with the Drones,\u201d \u201cHoney I Blew Up Gaza,\u201d \u201cWhen Gaza Met Zanana,\u201d \u201cLove in the Time of the Drones,\u201d \u201cSleepless in Gaza,\u201d \u201cHarry Potter and the Deadly Drones,\u201d \u201cGazans of the Caribbean: The Curse of the Black Drone,\u201d \u201cIsraeli Mission Impossible IV: Erase Gaza,\u201d and \u201cThe Lord of the Rings: The Return of the Drone.\u201d<\/p>\n<\/div>\n<\/blockquote>\n

Einige Elemente der Situation im Gaza-Streifen sind dabei teilweise durchaus mit anderen \u201estrike zones\u201d, wie z.B. in den Stammesgebieten in Nordwest-Pakistan (FATA<\/a>), vergleichbar. Auch in Gaza kommt es zu den mit Drohnen ausgef\u00fchrten Signature Strikes.<\/i> Die vorliegende Studie f\u00fcllt eine L\u00fccke, der Autor weist zu Recht darauf hin, dass der Drohnenkrieg im Gaza-Streifen bisher kaum Gegenstand von Untersuchungen war und sich die \u00f6ffentliche Aufmerksamkeit in den letzten Jahren auf andere Gegenden richtete. Neben einer umfangreichen Darstellung zum Drohnenkrieg der Israelischen Streitkr\u00e4fte hat der Autor fast 20 Interviews gef\u00fchrt, um die sozialen Auswirkungen der Drohnenpr\u00e4senz dicht beschreiben zu k\u00f6nnen.<\/p>\n
